It is becoming a discipline focused on implementation: transforming what already exists, funding the scaling up of efforts, and making cities attractive places that protect their residents without becoming closed off.<\/p>\n\n<h2 class=\"wp-block-heading\">Heat has taken on a new status<\/h2>\n\n<p class=\"wp-block-paragraph\">Just a few years ago, the sustainable city was still happily looking to the future. It promised low-carbon neighborhoods, energy-efficient buildings, calm mobility, and urban plans guided by good will. Now, the heat no longer waits for political timelines. It grips people\u2019s bodies as they exit the subway, turns a bus stop into a trial by fire, and renders some homes uninhabitable for several weeks a year.<\/p>\n\n<p class=\"wp-block-paragraph\">Climate adaptation requires a more profound change than simply planting a few trees or renovating a building\u2019s facade. It requires us to view the city as a fragile organism, made up of buildings, soil, infrastructure, data, street furniture, land uses, and inequalities. A city does not adapt simply by declaring it so. It adapts when it knows where to take action, in what order, with what resources, and for which residents.<\/p>\n\n<p class=\"wp-block-paragraph\">The first misconception would be to pit adaptation against emissions reduction. The two go hand in hand. The more emissions fall, the less drastic the adaptation effort becomes. But the cruel reality of urban life is that it never starts from a blank slate. In Europe, most of the built environment already exists. The streets, infrastructure, buildings, squares, and working-class or commercial neighborhoods are all there. The challenge, therefore, is no longer to create a few exemplary demonstration projects, but to transform millions of square meters of ordinary space.<\/p>\n\n<h2 class=\"wp-block-heading\">The Discreet Luxury of the Existing<\/h2>\n\n<p class=\"wp-block-paragraph\">Our era favors large, visible projects. Adaptation, however, often takes the form of less spectacular actions: insulating a building, making a roadway permeable, converting offices into housing, adding greenery to a pedestrian path, or transforming a park into a temporary reservoir during heavy rains. These are acts of urban stitching\u2014less photogenic than a landmark skyscraper, but no less decisive.<\/p>\n\n<p class=\"wp-block-paragraph\">The central issue is no longer whether these methods exist. They are well known. Pavements capable of better absorbing water, neighborhood heating and cooling systems, networks harnessing geothermal energy or groundwater, bioclimatic plans, real-time tree inventories, and buildings renovated based on their social and energy vulnerabilities: the toolkit is already available.<\/p>\n\n<p class=\"wp-block-paragraph\">What is still too often missing is the mechanism for scaling up. A city capable of experimentation is not necessarily a city capable of scaling up. The real work lies between the pilot project and the standard: funding, regulations, public procurement, data, political trade-offs, and social acceptability.<\/p>\n\n<p class=\"wp-block-paragraph\">Adaptation thus reveals an uncomfortable truth: climate-resilient urban planning is not just a matter of architecture or technology. It is a matter of governance.<\/p>\n\n<h2 class=\"wp-block-heading\">Street furniture becomes climate infrastructure<\/h2>\n\n<p class=\"wp-block-paragraph\">The bus stop is perhaps one of the most unassuming objects in the city. We walk past it without even looking at it. Yet it says a lot about the new urban era. Once designed simply to provide shelter from the rain, it must now protect against the heat, alert people to weather hazards, measure air quality, provide shade, sometimes include a defibrillator, and generate some of its own energy through solar power.<\/p>\n\n<p class=\"wp-block-paragraph\">This shift is essential. Adaptation cannot rely solely on the private sphere. If every resident responds to the heat with individual air conditioning, the city exacerbates the very problem it claims to alleviate: more energy consumption, more heat emissions, and greater technological dependence. The most elegant solution isn\u2019t always the most sophisticated; it\u2019s often the one that shares comfort.<\/p>\n\n<p class=\"wp-block-paragraph\">Renovating an existing shelter rather than replacing it also shifts the notion of progress. The most advanced object is not necessarily a new one. Reused street furniture, enhanced with new functions, can significantly reduce its environmental footprint compared to manufacturing a completely new one. Circularity thus ceases to be a peripheral concept: it becomes a prerequisite for credibility.<\/p>\n\n<h2 class=\"wp-block-heading\">Data is useful only if it aids decision-making<\/h2>\n\n<p class=\"wp-block-paragraph\">The sustainable city will need data\u2014not to succumb to the allure of dashboards, but to prioritize urgent issues. Where are heat islands concentrated? Which buildings consume the most energy? Which neighborhoods suffer from a combination of social vulnerability, poor insulation, and exposure to extreme weather? Which soils can absorb water? Which coastal areas should no longer be developed?<\/p>\n\n<p class=\"wp-block-paragraph\">Digital twins, sensors, vulnerability maps, and urban climate models can become powerful tools for making informed decisions\u2014provided they do not result in a city reserved exclusively for the wealthiest metropolises. The risk is real: the most advanced examples are still found primarily in wealthy cities, which are able to purchase the tools, recruit the necessary talent, and engage with technology providers.<\/p>\n\n<p class=\"wp-block-paragraph\">The challenge in the coming years will therefore be less about the intelligence of these systems than about ensuring equitable access to them. A city in the Global South, vulnerable to flooding or extreme heat, cannot be left off the risk map simply because it does not have the same resources as a European or Asian capital.<\/p>\n\n<h2 class=\"wp-block-heading\">The Details<\/h2>\n\n<p class=\"wp-block-paragraph\">A tree does more than just provide shade. It creates natural cooling, alters thermal perception, improves air quality, and helps absorb water. During a heat wave, the temperature difference between a dense urban area and a neighboring rural area can reach 10 to 15 degrees. The large-scale reintroduction of nature into cities is therefore not merely a landscaping enhancement. It is infrastructure for survival.<\/p>\n\n<h2 class=\"wp-block-heading\">Technology must adapt to this reality<\/h2>\n\n<p class=\"wp-block-paragraph\">Climate adaptation also places a limit on technological enthusiasm. An urban innovation is only useful if the city can accommodate it. Self-service scooters have shown what happens when a new practice takes hold before public space, regulations, and responsibility have been clarified. Autonomous vehicles will raise the same question in the future: will they support shared, sustainable, electric mobility, or will they add another layer of congestion under the guise of autonomy?<\/p>\n\n<p class=\"wp-block-paragraph\">The same vigilance applies to data centers. They are essential for digital sovereignty, urban services, and the use of artificial intelligence. But they consume energy, generate heat, take up land, and are still too often left out of urban planning documents. A city that plans its schools, housing, and transportation can no longer ignore the invisible infrastructure of its digital systems.<\/p>\n\n<p class=\"wp-block-paragraph\">This is not about rejecting technology. It is about giving it a place, a rule, a standard. Urban progress can no longer happen as an afterthought, only to then apologize to public space.<\/p>\n\n<h2 class=\"wp-block-heading\">Making Adaptation Desirable<\/h2>\n\n<p class=\"wp-block-paragraph\">The word \u201cadaptation\u201d itself lacks charm. It suggests resignation, repair, and sometimes constraint. Yet an adapted city must also be appealing. Residents do not spontaneously demand a resilience plan; they ask to breathe, to walk in the shade, to sleep in livable housing, to let their children play outside, and to wait for a bus without suffering from the heat.<\/p>\n\n<p class=\"wp-block-paragraph\">This may be where the most political challenge lies. To be successful, adaptation must move beyond technical jargon and become part of everyday life. It must be visible in streets that are less sweltering, felt in better-insulated homes, and understood in neighborhoods that don\u2019t turn into flood zones at the first heavy rain.<\/p>\n\n<p class=\"wp-block-paragraph\">The city of the future will not merely be one that is climate-resilient. It will be one that has succeeded in transforming constraints into quality of life, data into decision-making, and frugality into desirability. The question is no longer whether cities must change.
