While Korean fashion houses are opening more and more pop-up stores and featuring carefully selected brand ambassadors, a nonprofit organization has been organizing one of the most popular Korean cultural events in Paris for the past six years\u2014without a box office or world-class sponsors.<\/p>\n\n

On September 5 and 6, Parc Andr\u00e9-Citro\u00ebn, in Paris\u2019s 15th arrondissement, will swap its manicured lawns for the vibrant colors of the K-Street Festival. This is the sixth edition of an event that began six years ago thanks to the efforts of a handful of volunteers united under the banner of the PrimeTime association\u2014far removed from the commercial ambitions that typically accompany the export of Korean culture to Europe. No ticket sales, no mandatory registration, no partnerships with a cosmetics conglomerate or a streaming platform: admission is free, as it has always been since the first edition.<\/p>\n\n

This choice is worth considering, at a time when South Korea has made its cultural influence an overt instrument of economic policy\u2014the famous Hallyu, a wave whose most visible standard-bearers are K-pop, K-beauty, and K-drama. Paris is no exception to this phenomenon: Korean cosmetics stores are popping up all over Rue Sainte-Anne, K-pop concerts sell out the Accor Arena in a matter of minutes, and local luxury brands treat their Korean brand ambassadors with special care. The K-Street Festival, however, deliberately steers clear of this organized economy of scarcity. Its mission can be summed up in a single sentence, repeated each year by its organizers: to celebrate Korean culture \u201coutside of mainstream trends.\u201d<\/p>\n\n

The timing is significant as well: 2026 marks the 140th anniversary of diplomatic relations between France and Korea, established by the Treaty of Seoul in 1886. Although the festival does not explicitly claim this connection, it takes place in a year when several French institutions are dedicating their programming to this anniversary\u2014a coincidence that, unwittingly, lends additional symbolic weight to an event originally conceived as strictly community-based.<\/p>\n\n

At the event, the program features the elements that have built the festival\u2019s reputation since its inception: Korean street food prepared on-site, K-beauty workshops, dance and music showcases, and booths by independent designers and brands\u2014all in an atmosphere that\u2019s described as family-friendly rather than flashy. People come here just as much to taste a properly spicy tteokbokki as to observe, for the course of an afternoon, how a diaspora and its curious visitors take over a Parisian public park without institutional mediation\u2014no embassy, no tourism office, and no headline brand. Admission remains free and requires no registration, but it\u2019s best to set aside some money for food and the booths, which are the only direct source of income for the exhibitors on site.<\/p>\n\n

This format comes at a cost: without a major sponsor, the association must make do each year with more modest resources than those of the marketing campaigns with which it indirectly competes for the attention of the Parisian public. But it also has a virtue that few Korean cultural events in Europe can claim: it belongs to no one but those who come to wander through it. It remains to be seen whether this free admission will be sustainable as the festival grows\u2014the sixth edition is already shaping up, according to its organizers, to be the most well-attended in its history.<\/p>\n\n

The K-Street Festival is not an isolated case in the Parisian scene: other diaspora communities organize similar events\u2014based on the same community-driven, free model\u2014ranging from Chinese New Year celebrations in the 13th arrondissement to Caribbean summer festivals. What sets the Korean festival apart, however, is the speed at which its audience has grown without ever changing its business model\u2014even as the culture it celebrates has become, elsewhere, one of the most profitable marketing commodities of the decade. At a time when many so-called \u201ccultural\u201d events are primarily disguised branding campaigns, the K-Street Festival serves as a reminder that there is still a way to promote a country without turning it into a selling point.<\/p>\n\n
