It is a matter of infrastructure."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">At VivaTech 2026, one of the most revealing conversations wasn\u2019t about AI models, autonomous agents, or the next generation of LLMs. It was about something much less visible: where artificial intelligence actually runs.<\/p>\n\n<p class=\"wp-block-paragraph\">Behind the spectacular demonstrations, a more fundamental battle is being waged: who controls the AI infrastructure?<\/p>\n\n<h2 class=\"wp-block-heading\">The End of the Global Cloud Illusion<\/h2>\n\n<p class=\"wp-block-paragraph\">For fifteen years, the cloud has been built on a simple promise: centralize to gain efficiency.<\/p>\n\n<p class=\"wp-block-paragraph\">Companies moved their data to a handful of global hyperscalers, taking advantage of unprecedented economies of scale. The physical location didn\u2019t matter as long as the services worked.<\/p>\n\n<p class=\"wp-block-paragraph\">AI is changing this logic.<\/p>\n\n<p class=\"wp-block-paragraph\">Now, the question is no longer just where the data is stored, but:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Who oversees them?<\/li>\n\n\n\n<li>Under which jurisdiction?<\/li>\n\n\n\n<li>Who can access the templates?<\/li>\n\n\n\n<li>Who can suspend the service?<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The example cited on stage was deliberately provocative: What would happen if Washington one day decided to cut off access to certain European cloud services?<\/p>\n\n<p class=\"wp-block-paragraph\">It doesn\u2019t matter whether this scenario is likely or not. The mere fact that governments, banks, and large companies are now asking themselves this question is, in itself, a major strategic shift.<\/p>\n\n<p class=\"wp-block-paragraph\">Digital sovereignty has evolved from a political debate to an operational issue.<\/p>\n\n<h2 class=\"wp-block-heading\">The Emergence of Sovereign AI<\/h2>\n\n<p class=\"wp-block-paragraph\">For a long time, sovereignty simply meant:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>a local data center,<\/li>\n\n\n\n<li>data hosted within the country,<\/li>\n\n\n\n<li>and national carriers.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">This definition is no longer sufficient.<\/p>\n\n<p class=\"wp-block-paragraph\">Companies are discovering that a data center located in Europe but operated by a company subject to U.S. law remains potentially exposed to extraterritorial constraints.<\/p>\n\n<p class=\"wp-block-paragraph\">Sovereignty is now being redefined around three layers:<\/p>\n\n<ol class=\"wp-block-list\">\n<li><strong>Data Location<\/strong><\/li>\n\n\n\n<li><strong>The Identity of the Operators<\/strong><\/li>\n\n\n\n<li><strong>Applicable legal jurisdiction<\/strong><\/li>\n<\/ol>\n\n<p class=\"wp-block-paragraph\">This trend explains the emergence of new architectures:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>traditional public cloud,<\/li>\n\n\n\n<li>a sovereign European cloud,<\/li>\n\n\n\n<li>national cloud,<\/li>\n\n\n\n<li>cloud operated by local third parties,<\/li>\n\n\n\n<li>dedicated private infrastructure.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The future of AI therefore does not seem to be heading toward total centralization but toward controlled fragmentation.<\/p>\n\n<h2 class=\"wp-block-heading\">The European Paradox<\/h2>\n\n<p class=\"wp-block-paragraph\">Europe finds itself in a unique position.<\/p>\n\n<p class=\"wp-block-paragraph\">On the one hand, it wants to reduce its technological dependence.<\/p>\n\n<p class=\"wp-block-paragraph\">On the other hand, the most advanced technologies still largely come from the United States.<\/p>\n\n<p class=\"wp-block-paragraph\">The dilemma is clear:<\/p>\n\n<p class=\"wp-block-paragraph\">How can Europe preserve its sovereignty without cutting itself off from global innovation?<\/p>\n\n<p class=\"wp-block-paragraph\">The answer that seems to be emerging is not to replace American technologies but to embed them within local governance frameworks.<\/p>\n\n<p class=\"wp-block-paragraph\">In other words:<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The goal is not to recreate OpenAI, Oracle, or Anthropic in Europe, but to control the conditions under which their technologies are used.<\/p>\n<\/blockquote>\n\n<p class=\"wp-block-paragraph\">This distinction is essential.<\/p>\n\n<h2 class=\"wp-block-heading\">The real problem isn\u2019t AI. It\u2019s the data.<\/h2>\n\n<p class=\"wp-block-paragraph\">One of the most interesting observations from this session concerns the quiet failure of many AI projects.<\/p>\n\n<p class=\"wp-block-paragraph\">Thousands of pilot projects are launched.<\/p>\n\n<p class=\"wp-block-paragraph\">Very few make it to production.<\/p>\n\n<p class=\"wp-block-paragraph\">The reason is generally not related to the models.<\/p>\n\n<p class=\"wp-block-paragraph\">It\u2019s related to the data.<\/p>\n\n<p class=\"wp-block-paragraph\">In most large organizations:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>The information is scattered,<\/li>\n\n\n\n<li>systems do not communicate with one another,<\/li>\n\n\n\n<li>there are multiple data repositories,<\/li>\n\n\n\n<li>and historical data is fragmented.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Result:<\/p>\n\n<p class=\"wp-block-paragraph\">Companies are investing in AI even though they haven\u2019t yet laid the necessary groundwork to make the most of it.<\/p>\n\n<p class=\"wp-block-paragraph\">So the issue is no longer:<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Which AI should I use?&#8221;<\/p>\n<\/blockquote>\n\n<p class=\"wp-block-paragraph\">but rather:<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Can our data assets be utilized by AI?&#8221;<\/p>\n<\/blockquote>\n\n<p class=\"wp-block-paragraph\">This distinction explains why certain highly regulated industries, particularly banking, are now among the most advanced.<\/p>\n\n<p class=\"wp-block-paragraph\">Their advantage is not technological.<\/p>\n\n<p class=\"wp-block-paragraph\">It is organizational.<\/p>\n\n<h2 class=\"wp-block-heading\">The Return of the Local in a Global World<\/h2>\n\n<p class=\"wp-block-paragraph\">Another strong sign: the geography of AI is evolving.<\/p>\n\n<p class=\"wp-block-paragraph\">The dominant model until now relied on a few massive data centers designed to train the models.<\/p>\n\n<p class=\"wp-block-paragraph\">This approach is likely to continue.<\/p>\n\n<p class=\"wp-block-paragraph\">But inference\u2014that is, the day-to-day use of models\u2014could gradually move closer to users.<\/p>\n\n<p class=\"wp-block-paragraph\">A two-tier architecture is emerging:<\/p>\n\n<h3 class=\"wp-block-heading\">Tier 1: Mega-training centers<\/h3>\n\n<p class=\"wp-block-paragraph\">A few giant facilities concentrate the computing power needed to train the models.<\/p>\n\n<h3 class=\"wp-block-heading\">Level 2: Micro-inference centers<\/h3>\n\n<p class=\"wp-block-paragraph\">Much smaller facilities\u2014sometimes deployed directly at customers\u2019 sites or within their countries\u2014run models locally that have been observed in telecommunications:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>a global network at the core,<\/li>\n\n\n\n<li>distributed intelligence at the edge.<\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\">The Next Challenge: Energy<\/h2>\n\n<p class=\"wp-block-paragraph\">Behind sovereignty lies another battle.<\/p>\n\n<p class=\"wp-block-paragraph\">Energy.<\/p>\n\n<p class=\"wp-block-paragraph\">As AI becomes a critical national infrastructure, data centers are increasingly resembling reverse power plants.<\/p>\n\n<p class=\"wp-block-paragraph\">Their location now depends less on proximity to major cities than on:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>access to electricity,<\/li>\n\n\n\n<li>availability of grids,<\/li>\n\n\n\n<li>access to renewable energy,<\/li>\n\n\n\n<li>cooling capacity.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The analogy drawn during the discussion is particularly apt:<\/p>\n\n<p class=\"wp-block-paragraph\">Data centers are becoming public utilities, just like water, electricity, and transportation networks.<\/p>\n\n<p class=\"wp-block-paragraph\">This shift implies a growing role for governments in planning AI infrastructure.<\/p>\n\n<h2 class=\"wp-block-heading\">What this means for businesses<\/h2>\n\n<p class=\"wp-block-paragraph\">Most executives continue to view AI as merely a tool.<\/p>\n\n<p class=\"wp-block-paragraph\">The reality is different.<\/p>\n\n<p class=\"wp-block-paragraph\">AI is gradually becoming an architectural issue.<\/p>\n\n<p class=\"wp-block-paragraph\">The organizations that will derive the most value from AI over the next five years will likely not be the ones that have tested the most models.<\/p>\n\n<p class=\"wp-block-paragraph\">These will be the ones who have:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>clear data governance,<\/li>\n\n\n\n<li>a defined data sovereignty strategy,<\/li>\n\n\n\n<li>a scalable infrastructure,<\/li>\n\n\n\n<li>business applications already connected to their data repositories.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The VivaTech discussion ultimately reveals a profound shift.<\/p>\n\n<p class=\"wp-block-paragraph\">The first decade of the cloud was all about centralization.<\/p>\n\n<p class=\"wp-block-paragraph\">The next decade of AI could be one of controlled relocalization.<\/p>\n\n<p class=\"wp-block-paragraph\">Artificial intelligence will remain global.<\/p>\n\n<p class=\"wp-block-paragraph\">But the infrastructure that makes it possible will become increasingly local, regulated, and strategic.<\/p>\n\n<p class=\"wp-block-paragraph\">And in this new balance, the decisive question may no longer be:<\/p>\n\n<blockquote
