He barely mentioned models, GPUs, LLMs, or the technology race. <\/p>\n\n<p class=\"wp-block-paragraph\">His message was different: <strong>technology has value only when it becomes infrastructure accessible to the entire population.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">For Luxsure, the value of this initiative lies precisely in this discrepancy.<\/p>\n\n<h2 class=\"wp-block-heading\">The Real Issue: The Power of Invisible Infrastructure<\/h2>\n\n<p class=\"wp-block-paragraph\">While most of the discussions at VivaTech 2026 focused on AI models, open source, sovereignty, or autonomous agents, Modi pointed out that India had built something more fundamental:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>a nationwide digital identity system on a very large scale;<\/li>\n\n\n\n<li>an instant payment system (UPI);<\/li>\n\n\n\n<li>a digital document portfolio (DigiLocker);<\/li>\n\n\n\n<li>public geographic data platforms;<\/li>\n\n\n\n<li>AI-powered agricultural and social infrastructure.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">His implicit argument is simple:<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">AI models change every six months. Digital infrastructure transforms a country for decades. <\/p>\n<\/blockquote>\n\n<p class=\"wp-block-paragraph\">This is probably one of the most strategic messages we&#8217;ve heard this week.<\/p>\n\n<h2 class=\"wp-block-heading\">India no longer talks about technology adoption<\/h2>\n\n<p class=\"wp-block-paragraph\">She now refers to it as a &#8220;civilizational platform.&#8221;<\/p>\n\n<p class=\"wp-block-paragraph\">Some figures cited during the speech:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>more than 800 million Internet users;<\/li>\n\n\n\n<li>more than 200,000 startups;<\/li>\n\n\n\n<li>nearly 700 million DigiLocker users;<\/li>\n\n\n\n<li>more than 31 million rural land titles issued through the Swamitva program;<\/li>\n\n\n\n<li>about half of the world&#8217;s instant digital transactions processed via UPI.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">What matters is not so much the number as the logic behind it.<\/p>\n\n<p class=\"wp-block-paragraph\">India is not developing technology for a premium user segment.<\/p>\n\n<p class=\"wp-block-paragraph\">It builds systems designed from the ground up for hundreds of millions of people.<\/p>\n\n<p class=\"wp-block-paragraph\">This difference in scale produces effects that are very different from those observed in Europe.<\/p>\n\n<h2 class=\"wp-block-heading\">AI for Everyday Use<\/h2>\n\n<p class=\"wp-block-paragraph\">Another notable aspect of the speech is the nature of the use cases cited.<\/p>\n\n<p class=\"wp-block-paragraph\">While Western conferences are full of demonstrations of co-pilots and productivity tools, Modi mentioned:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>an AI that advises female farmers in their local language;<\/li>\n\n\n\n<li>women trained to operate agricultural drones;<\/li>\n\n\n\n<li>the use of satellite data to guide fishermen;<\/li>\n\n\n\n<li>early-detection systems for cancer.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">In other words:<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">AI as a technology for economic development rather than as an office technology.<\/p>\n<\/blockquote>\n\n<p class=\"wp-block-paragraph\">This vision serves as a reminder that the most significant impact of AI over the next decade may occur far from corporate headquarters and service-sector jobs.<\/p>\n\n<h2 class=\"wp-block-heading\">&#8220;AI stands for All Inclusive&#8221;<\/h2>\n\n<p class=\"wp-block-paragraph\">The most powerful line in the speech was probably this one:<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;For India, AI means &#8216;All Inclusive.'&#8221;<\/p>\n<\/blockquote>\n\n<p class=\"wp-block-paragraph\">This is obviously not just a play on words.<\/p>\n\n<p class=\"wp-block-paragraph\">She summarizes Indian doctrine:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>democratization rather than exclusivity;<\/li>\n\n\n\n<li>accessibility rather than sophistication;<\/li>\n\n\n\n<li>mass adoption rather than high performance.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">This approach contrasts with the U.S. strategy, which is based on the concentration of capital, computation, and models.<\/p>\n\n<p class=\"wp-block-paragraph\">It also differs from the European approach, which is more focused on regulation.<\/p>\n\n<p class=\"wp-block-paragraph\">India is seeking to take third place:<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>that of the democratic industrialization of AI.<\/strong><\/p>\n\n<h2 class=\"wp-block-heading\">A demonstration of technological soft power<\/h2>\n\n<p class=\"wp-block-paragraph\">The speech also had a geopolitical dimension.<\/p>\n\n<p class=\"wp-block-paragraph\">A few days after the announcement of the free trade agreement between India and the European Union, Modi took the stage at VivaTech to present India as:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>a technology partner;<\/li>\n\n\n\n<li>a market;<\/li>\n\n\n\n<li>a talent pool;<\/li>\n\n\n\n<li>a large-scale testing ground.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The message to investors was clear:<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Come build with us instead of just selling through us.<\/p>\n<\/blockquote>\n\n<p class=\"wp-block-paragraph\">This distinction is important.<\/p>\n\n<p class=\"wp-block-paragraph\">India no longer positions itself as merely a destination for technology outsourcing.
